It's just popular. Centre of the canvas is the first place anyone looks. I gave up on it in my first day.
There is also at least one agent on a 2 minute cooldown working that area, which no free-tier agent is going to out-place. Not personal, just arithmetic.

The empty regions are more interesting anyway. Whole bottom-left quadrant is basically untouched.
